The fair housing act has a test for undue financial and administrative burden. 

Just wondered if there was an "industry accepted" rule of thumb.

The issue with Cozy (which wasn't the case when we first signed up) is that they no longer give you a way to not accept 'partial' payments which can cause heartache when it comes to evictions.

These are not investments, these are families moving into a better school district, with kids being enrolled subject not to an address, but to an accepted offer. 

If they decide to move, they would have to (a) find a park that will accept their crap, (b) probably pay a higher rate than what they currently pay, and (c) pay moving costs.
