We will use 1 ¼” coil nail fasteners and apply roof caulking around pipe jacks and furnace pipes. install a synthetic permeable underlayment and obtain a city permit as required.

Concrete floors are permeable unless the pour was done since 1978 and the contractor used 6mil visquene as a moisture barrier over the gravel. 

I assume that the first purchase pretty much gets the ball rolling and hopefully paves the way for your second, third, fourth etc.?

For a rental of this size, don't expect people to pay for or want high-end amenities like a patio, paved driveway, brand new cabinets, etc.

We modernized the paint on the exterior and added landscaping paving leading up to the house.

Thankfully after all the permitting and declined permits and variances I finally got a permit to pave the expanded area of the  driveway legally! 

Paved parking is probably not only required by the city but will be better overall for the facility.
