I understand that after the second year you can only hold 1 month of the current rent as security, but I am curious how other landlords or property managers in Pennsylvania handle returning the other half?

However, locally some places in PA are allowing ADU, but have restrictions that if you build one for a parent or a child, that once they leave it can NOT be rented to a non-relative. 

Anyone in the NJ/PA/NY area successful with this type of endeavor?

Back in 2015, I had 11 rental properties myself. (5 in Atlanta, 1 in Indy, 4 in Birmingham, and one in PA) And yeah, the same issues here.
