I'm no lawyer, but the CA Statue of Frauds prohibits contracts by text message in Section 1624 (d)(d) An electronic message of an ephemeral nature that is not designed to be retained or to create a permanent record, including, but not limited to, a text message or instant message format communication, is insufficient under this title to constitute a contract to convey real property, in the absence of a written confirmation that conforms to the requirements of subparagraph (B) of paragraph (3) of subdivision (b).

K&T wasn’t necessarily dangerous when it was being installed and was phased out for cost reasons not safety reasons, but the fact that it is now 80 plus years old, and most likely has splices in it done by who knows who, and bigger loads on it than it was intended for, original fuses replaced with modern fuses meant for higher loads, the cloth and rubber insulation has likely dried out and become brittle, cracked and been chewed on by vermin... all that means it has a high likelihood of being dangerous today or at the very least insufficient to handle modern day electric loads.

(If you have another property available, suggest it)Response 2Dear Sir/MadamThank you for submitting your application for the apartment/house at [property name or address].We regret to inform you that we are unable to approve your application at this time due to:(Have check list of statements below and check all that apply)Examples:-insufficient income to meet qualifying standard -negative rental rental history-multiple applications were received-pets are not allowed-restricted pet-maximum number of occupants allowed exceeded -application incomplete I really suggest considering not selecting the best tenant but instead selecting the first qualified tenant; so all you would have to tell the other prospect is someone leased the unit before them.
