Midwest has strong markets, like KC :) Out of state markets you need to identify the markets with migration, job growth, stabilized economy(if it's a linear market), etc.

At first glance, it would be great if there was a huge migration to the Vegas area.

Well, couple of things:- San Jose (since I'm intimate with there) and the whole state are experiencing net out-migration- People with jobs, money and skills can afford to leave and do. 

“However, Austin remains an attractive market for both lifestyle and employment and we are still very bullish on Austin over the long term.”’Last, but not least, Texas (especially Austin and DFW) will continue to see a lot of migration.
