First, get a decent realtor and a solid and experienced team around you.

FYI- Those prices are at least double, for decent neighborhoods in SF.

Those jurisdictions are notoriously aggressive in researching and pursuing offenders so you want to be extremely cautious.

Most out of states deals end up looking like an IRA, decent returns, safe but meant for very long term to get anywhere.  

I have studied the market there for a bit now and am comfortable with investing with decent Cash Flow and modest property price gains.
