Any evidence you will need to evict will be in the owner's hands and they might be less willing to cooperate post-closing. 

You are correct, the CA COVID-19 Rent Relief program requires the tenant to cooperate.

I don't 'encourage' anyone; if they want to cooperate great; if they don't, that's even better they just eliminated themselves and saved me the screening time.

It usually requires that all of the GP and LP partners cooperate together, and in GP/LP syndications that usually is not possible.

Get the house in forbearance sold before Halloween, bribe ex wife to cooperate, go to arbitration rather than wasting money on divorce attorneys, have her apply for a permanent modification on her name and income alone.

If the seller has nothing to gain from the sale, they likely wont cooperate and you are wasting your time.
