When you put in the settings for state and local tax it should be clear what is collected and what needs to be remitted to each authority.

For instance, Berea is a charming college town, but the combination of local taxes and less favorable price-to-rent ratios makes it less appealing for investment compared to other areas in the state.

If you can't leave NY, I really wouldn't try to do a BRRR from that far away unless you have someone you trust who is local.
