That’s almost the entire $360 budget and we haven’t even considered the garage door, paint, flooring, cabinets, counter tops, hvac, water heater, plumbing, windows, doors, dry wall, showers, toilets, landscaping, fences, etc. 3% is extremely optimistic.

I am pretty sure you have seen those flip shows where the electrical was not done and delayed the placing of drywall or the granite countertop was not cut to size but the cabinets and counters were already installed.

We would do the painting, tiling, cabinets, trim, granite, and hardware installing ourselves to save money.

Flooring, counter tops, cabinet doors, hardware, and paint chips and some things I can't even identify.Anyone have some good methods for dealing with this madness?

Be prepared for extra expenses on the interior part of the home because of the non conforming shape of the building that creates alot of customization for trim, drywall corners, cabinets, built in's, etc. 

Dorian Gray is a good cabinet color for the interior and maybe an accent wall.  

I'd I then did electrical and plumbing the house it's ready for the finishes like kitchen cabinets and bathroom vanity.

Things like the Sheetrocking, paint, floor coverings, Bathroom fixures, Kitchen cabinets, plumbing & heating within the unit, etc.... could be included in your unit meaning you need to insure them. 

The City of Independence stated that they have been trying to get USREEB to fix the issue for almost 2 years & I was never even notified of such issue.The tenant moved out Aug 2017 & the property management company kept charging me utilities upwards of $400 when the property was vacant & did not/could not provide me proof or answer why.The bottom of the kitchen sink cabinet was missing & had fungi growth that was never cleaned and replaced.
