One meter reading for all usage or like some small communities a set price for each occupied home?

My client and I settled on an offer of $405k with all contingencies in place (inspection, appraisal, financing).

That's probably what I'd do first unless you just have no experience doing these deals at all. 

Or, ya know, just spend the next 140 hours trying to get a self-study law education followed by another few hundred hours self-study to sort out how to avoid repeating the situation.That's the reality of it all.
