My advise look at lots of deals, get good at telling good deals from bad, network like crazy and have your own personal affairs in order; so when you find that deal you can pull the trigger.

I would talk to the family members that are taking care of his affairs.  

If you can communicate with him, find out if he wants to designate a proxy to deal with his affairs and belongings.

The mere management of the LLC affairs such as having the authority to hire and fire the property manager and occasionally interacts with the property manager to discuss management of the real property would be considered as doing business in California.  

Fresh new bargain priced listings are generally snapped up in a hurry so it helps to have your affairs in order.
