That being said we as private investors can use this to our advantage and find some successes in POH parks or mixed POH/TOH parks. 

Many investors successfully build portfolios remotely, but thorough market research and assembling a strong local team (agent, lender, contractor, PM) are key.

I then decided to modify my criteria to look for deals that were 50+ units and found that I had much more success in that space because most credible bigger buyers aren't looking at deals that are smaller than 100 units. 

Without the high leverage you reduce the top source of return in CA RE which is achieve via the appreciation on a high leverage property.
