But that's what people there are accustomed to, so I don't see it as a problem.On the other hand, if the house in question is an anomaly in the area, the steep driveway could be detrimental.Honestly, when I read your description, in my mind's eye I pictured a nice house tucked away from the road up on a hillside with lots of privacy.

Also, on the envelope, use a real stamp and do not seal the envelope, but rather just tuck the lip into the body.

After a new footer, block, and brick the porch will be framed and tied-in to the existing house as an addition which will become a powder room off the LR and a dining area off the kitchen.There are numerous areas of tuck pointing and brick repair including the chimney.

Depends completely on the structure and how it was maintained.Items I had to address (planned for most):Plumbing, Electric, Roof, tuck pointing, boiler.Ran into asbestos which I did not address or disturb, can be fairly expensive to remediate.Windows had already been completed but insulation in the house was not great.

As has been mentioned you might be able to sandblast it and tuck point it but that is not going to be financially viable
