Does it look like it just needs an update of paint, flooring, appliances? 

1-cosmetic (paint, new floors, maybe a few small framing changes), 2-some real remodeling/maybe a major system or two (new baths, foundation + hvac, etc), 3-total guts/burnouts (taken to the sticks).

For example a dated kitchen with walls yellow from cigarette smoke and a 60 year old oven is fine, a kitchen that you can't cook food in is not fine -- even if it is otherwise modern, new, and clean. 

I'm confident that the deposit that was given to me before he moved in won't cover the years of wear and tear on the flooring, paint, overall upkeep, etc.  

Scott,There are several items that you need to think about; common area cleaning, common area utilities (electrical at least), laundry room upkeep, fire alarm servicing and possibly monitoring, etc.

I spent the weekend cleaning it and getting a solid game plan in place.I am looking for suggestions on good roofer and a good plumber.The house is only 900 sq ft.  

My family and I are living in a 3 bedroom, 1 3/4 bath, descent floor plan, but totally outdated.

The house layout may have scared off some other potential investors, as the former owners had run a business on the ground floor for over 30 years, and it therefore required work to convert it back to residential living space. 

I submitted my quote to redo the floor bc I explained to them I can’t just take up one piece due to the floor being older and a new piece wouldn’t match color wise.

The first apartment we repaired we updated almost everything except the moulding and flooring.
