So far, he’s gotten 2 prank calls, the police called him from one small city, code compliance caught him placing a sign and he has only gotten 1 lead so far.

I think, like with police, stating some group are ALL some pejorative is ill-informed, at best.If you do NOT know what you're doing, then a PM can save you a lot of time and pain.

I’ve recently come across a $169K fixer upper house in an area with a median price of $250+K houses, seems it needs a complete remodel from a 2bd, 1br; to a 2bd, 2br with a new kitchen, maybe new tiling in the kitchen, polishing the entire wood floor, replacing a few window seam boards, etc.
