We had corrected two of the issues but it took my realtor a long time to get a quote for the third item, fixing damage bricks, cracked cap and cracked tile liner on a double chimney.

Their place was very messy, crap all over the floor throughout the house. when I walked in she was laying on the couch and watching TV and tilted her head and said hi (that's only after I said hi) and continued watching TV, still laying down. 

But when I come to a lender on day one and lay out the complete picture, and they do the whole "oh yeah, we can do this" line, only to fall on their face weeks later, so disappointing.  

The bathrooms can use some work (either refinishing the tub and tile surround or replacing the tub with a single piece tub and vinyl surround).

And you're following the S8 rules, which are typically easy to follow.I have found that most landlords aren't very good with Section 8 so I don't expect a realtor to be :).I'd recommend requesting the most recent Notice of Change (the document that lays out the amount of rent and how much the HA and tenant pays), which the landlord should have. 

They're run by electricity warming up wires and are only suitable for limited spaces as a mostly cosmetic/splash feature under bathroom tile or even just small spaces within bathrooms.
