But my best success was buying in a highly desirable local market AFTER a large crash in really good areas where prices briefly overcorrected and then shot back up post crash (and rents shot up too).

i don't know what the rules in OH are but you can check the states MHA resources and also do a check on OH tenant land lord act for some info .You will also want to check with the city of the current zoning as well as if there will be any issues in bringing homes back up there.
