Some of the items in your list (such as net passive loss allowance, steppped up basis upon inhertiance, and section 1031 exchanges) have been in the federal tax code so long that any attempt to delete them may face fierce opposition.

Since they are yours, once the moratoriums are lifted, remove them.You need to attempt to heal the relationship with the tenant the best you can and hope they pay.

@Adam Martin I completely agree on the tenants that have lost their jobs etc. but some tenants have provided zero proof and have not even attempted to pay $1 nor have attempted to come up with a payment plan.

Attempt to change the product or agreement, and you'll have some consequences.
