Rather than install new and risk another theft, they just handed me a chashiers check at closing and we left all the other numbers the same.  

As an investor I wont pretend to be an expert in everything, like for example if I need to install some new fixtures I can get my ladder or step stool and knock that out with no problem, but if I need to rewire a circuit breaker or get an old house up to code I will call an electrician.  

I worked with a guy in Valpo who did a quick kitchen countertop install on my personal residence. 

But, the practical solution seems to be having a second meter installed next to the current one, feeding from the same water line.
