You might have to go through a public hearing where neighbors might object if your parking is not up to the neighborhood, if utility change stresses on water, sewer, or noise- hopefully not dominated by a Coastal Commission who also have a say about the changes.

To add to this, publicly traded REITs can be fairly volatile, and there's nothing that investors can do to add value to their investment.
