Hey Jeff, I think the best course of action is to speak to a professional about this as this situation a bit complex and each question opens a completely separate web of questions.

What I use my phone for when driving is to check the county recorder and assessment web pages to find tax info and absentee owners.  

You can create an LLC in Wyoming for $100 filing fee and 20 minutes on your computer on the secretary of state's web site. 

We will meet once a month locally and/or via web conference (60 min) and you have to attend at lease one meeting in person a quarter.
