You really need to stop being amateurish on your acceptance policy.

Electrical was done beautifully, one panel for common areas and then one panel for each floor. 3 easy access water tanks and furnaces.

You, the seller, and the neighbor should have sorted this out before closing.I'll assume that if the encroachment was not there that you have full access to your property, including the meter. 

Fortunately our tenants have been paying but if they were to stop paying we would be notified which would prevent many months going by without us being aware of a problem.

What kind of passes/permits/wristbands etc are required to access the amenities?

I do have free access to tax delinquencies and legal notices, but just looking to expand my options.
