The last time we came across this problem a few months ago, I spent a lot of time on the phone with Columbia Gas representatives, and with PUCO (Public Utilities Commission), who first told me they could "help with my situation", then later that "there's nothing they can do".

I don't really feel like throwing my spreadsheet public but if someone who is experienced with renting multi-families could message me i'll show you the numbers.I feel it would be hard increasing rents, but it's a possibility because it is particularly cheap.

Elliot, you can get the exact amount charged for 2016 Taxes from Mecklenburg county website, probably less than your estimated $2k but you can get the exact dollar amount as it's public information.  

I tried using google docs but anytime I share the link publicly (eg. on my properties Zillow profile) it allows the applicants to edit the questions as well as the answers.

There were many such renovations done in  my town which requires a zoning approval after a public meeting.
