The last time we came across this problem a few months ago, I spent a lot of time on the phone with Columbia Gas representatives, and with PUCO (Public Utilities Commission), who first told me they could "help with my situation", then later that "there's nothing they can do".

Elliot, you can get the exact amount charged for 2016 Taxes from Mecklenburg county website, probably less than your estimated $2k but you can get the exact dollar amount as it's public information.

I tried using google docs but anytime I share the link publicly (eg. on my properties Zillow profile) it allows the applicants to edit the questions as well as the answers.
