Same procedure for boiler/heating system but perform a separate test on this.Usually the elbows in runs near the exterior walls break first which actually reliefs other parts of system.I have seen freeze ups where it was only minor a few elbows here and there.It really needs to be done on a case by case basis but it seems like your preparedfor the worst but I don't think it will be that bad.

Though it's possible, I wouldn't advise filing an appeal yourself, as the law is complex, the procedure involves 3 levels of appeal, and you need more than a passing acquaintance with the arguments that will sway the city to give up some income.

At the properties where pet owners did not pick up after their dogs I would heat the bacon grease with a torch and then go around the yard and pour a little grease on each poop.Once the tenants found out what I was doing they picked up after their dogs.Unfortunately now with stupid landlord tenant regulations we are no longer allowed on a tenants lot without giving 24 hr notice.Probably the easiest method to correct the problem would be to give the tenants a warning notice indicating if the owners do not pick up immediately after the dogs go they will no longer be allowed to have dogs in the rental.
