It's the Govt and they could not care less if you end up with a piece of trash...as long as they get a number their boss is okay with.

@Asia Bragg as for sending mail pieces, you should aim to send at least 5-6 mailings over a period of 4 months having a gap of 3 weeks between each mailings.
