I can't continue my one Section 8 much longer as they have frozen rent increases for years and now allowing only 3% max per year that must be justified by improvement proven to help tenant, not higher taxes, insurance, maintenance, even though area is much higher rent all around me and real estate taxes have doubled since purchase.

None of this really matters unless you end up in court about it, but if you ever do you need to prove to the judge that the charges are all justified and reasonable otherwise you can be liable for up to triple the damages.
