In general, a decent Agent can be a great resource for lenders and their various programs; for information regarding local zoning, restrictions, special districts, permitting and much more; directing you to resources for school and crime info; and of course locally "normal" time frames and other variables that you normally address in your purchase offers.

I am comfortable investing in strong school districts with SF, does the same apply for MF?

If I live in DC and don't yet know where I'll do business (MD, VA, or DC or all three), would it make sense to set up an LLC in the district, MD, or VA?

Is the population expected to grow or are people migrating from PA to a stronger financial district or another area to retire?? 

I have 2 SFH rentals that are doing well and an opportunity has come my way on a mobile home build sold by a family friend on private land, in a developed stick built/mobile neighborhood lot sizes are about 1/2 to 1 acre, and great school district.

The Brownsville Road commercial corridor has potential for a nice walkable business district.

Some multi-units I've seen for sale seem to be in areas with a bad school district and high crime, but the cash flow does look good.
