Speak to your mortgage broker about how long you need to live in the 4 unit before getting another FHA loan and moving.What you have mentioned in regards to easier to sell 1-4 unit properties vs. 5-8 unit is true however; I personally feel the sweet spot for multifamily is 5-12 or 5-20 unit properties since there is no FHA.
