Probably best practice is to try to gather more information about the specific property and owner's situation prior to reaching out with an offer. 

We seek to enter the market in approx. one years' time (to save, and because some of us are relocating during that time), so we are seeking advice on what to do in the mean time. 

I fully support this and practice it with my clients sometimes when I know they have the money.
