I did replace the flooring throughout the home with a good quality vinyl plank in 2018, repainted the cabinets and added hardware, and updated some fixtures before moving out.

It is also possible the neighbour's run may have had to been upgraded to a larger diameter lateral connection to accommodate the number of additional fixtures in your house.If the previous owner only paid a portion of the connection fee (or none of it) and just the cost of running the extension and perhaps a portion of the upgraded costs to the neighbours lateral (which was to accommodate your house), then you will likely have no claim to reimbursement.But I'm not a lawyer and definitely am not giving you legal advise ... just business advice, which is plan to move on, but try to keep relations such that you can do it on your own schedule.

Not standard 12 x 12 ceramic tile & laying stranded bamboo hardwood flooring & not basic laminate floating floor system wood...We are now talking about Tools & Skill level ...As does Changing out plumbing fixtures & Trim work & quality of drywall repairs.

Also, if the fixtures, tub, vanity, or sink was new, they did plumbing which would equal permit.The other thing to consider is the cost for fixing said items.
