To add more to that, with real estate construction, one rehab being the exact same size as another may need a new roof and HVAC system along with all the other items and the second one does not.

Looks like you need to update your lease to bill back on a RUBS system or submeter water out to the tenant.

Hard to say but with a MHP that small you're basically buying a job as it will be hard to put systems in place.
