I have read the guide and a lot of it is not applicable in my area because of different laws etc.But what the book has done is given me food for thought and hopefully I can use some of the lending strategies in order to find myself a financier.Thanks againDunstan

Thanks @Sam Erickson , that is good to know it is an option.Just food for thought, I mentioned this idea to an excellent home inspector I know in the Milwaukee area.  

One possible approach would be to report code violations that might force the local government to force the squatter out on health and safety grounds, which could break the AP.Adverse possession in Texas is 25 years, Louisiana is 30 years while Costa Rica is 6 months.

Diatomaceous earth - the food grade kind, not the pool filter kind. 

Understand they won't likely be able to answer a question like "is this a good neighborhood" (although they may answer it anyway) but they will be able to give you an idea of whats going on locally.And second lastly I would say don't make the mistake of trading safety for a good deal.  

FHA does have its hurdles since FHA appraisals evaluate the property to HUD's health and safety standards.

While I am speculating on your particular situation, I believe you may be seeing a lack of return due to the historical presence of cash buyers in the market seeking tax shelters and growing confidence in the real estate market as a whole; just some food for thought.
