Additionally, it is quite easy to lookup an address on the appraisal districts website followed by a lookup an the TX county clerk website and one could put the data from both together to infer the chain of title. 

There will likely be a healthy bit of “why should our lean/struggling vacation destination district, be the main tax base to cure housing shortages in major metro areas?”

The market has definitely gotten to the point where you will have a hard time getting a cash-flowing property with 20% down in an area with good school district and commute in North Dallas.My recommendation is one of the following:1 ) Broaden your search to include areas that may not have as good of school districts, focus on communities that are seeing an influx from out of staters or upward growth in population due to displacement and have higher or increasing home-ownership rates.2 ) Consider increasing your cash investment to reach a positive cashflow if that is mandatory for your investment.3 ) Consider investing in a REIT or REMT instead of a property, or reconsider investing that money in stocks as this isn't a bad time to be buying stocks. 4 ) Consider partnering with another investor who wants the same kind of deal as you and can pool finances to get the return & cashflow you desire.

Nothing like spending some time on the ground getting to know the area and working with a competent agent.Note that the Beaumont school district does have its fair share of issues.

It is one of the best school district in Maryland.

They are mostly in good school districts and at least Fresno is a city that have jobs to support growth.The same thing in sacramento is about 100k higher.  

KISD is a great school district and you can for sure find some low priced properties out there.

Some noteworthy developments that will be game changers for the area are the Los Angeles State Historic Park renovation, slated to open in Spring of 2016, the Six Street Viaduct connecting Boyle Heights to the Arts district, and Regional Connector Transit project in Little Tokyo allowing commuters to bypass Union Station and travel from East LA to Santa Monica without transferring lines. 95% of my business is in these areas. 

The area we invest now is in a sought after school district of Park Hill.

The school district is subpar, and the land is 45mins from my job (so is the school).I think I can buy a house in a better school district closer to my job for about the same amount of money.
