Allot of landlords in Chicago offer paying for heating to attract tenants but if you stick to the areas where you get tenants who have good paying jobs they can afford to pay their own utilities.

That's exactly what I'm trying to avoid while still attempting to use vinyl flooring.This wasn't an issue when they built the house in that the floors were wood, and they breathed...no different than the first line item in building code exceptions §1203.4.2 which states "where warranted by climatic conditions, ventilation openings to the outdoors are not required if ventilation openings to the interior are provided"....but we aren't talking about code here, we're talking about solutions to an existing problem without spending a ton of money.

I would have to agree 100% with Alex Craig it is better for you to get higher priced properties which in turn attract higher quality tenants which in turn makes management of the property much easier.
