I'd check with the sheriff's office to see if they had an eviction for the address and any other "incidents".

I have looked up all the owners and have their mailing addresses but I really feel like a conversation over the phone is a much better way of getting the owner to respond positively.

I also use a good umbrella policy and run the rentals as a business, promptly addressing any issues that tenants bring up.

Just a phone number using Google voice and a dummy email address.

(FYI: I got the property address while driving for dollars, skip traced, called and left a message, got a text back to call and talk tomorrow)

It's hard to gauge the reasonableness of these assumptions without more info on the property (address or at least zip code, age of the property, condition of the various components such as roof and foundation, among other things).I see you've budgeted $0 for repairs. 

After checking out on the county's appraiser and tax collector websites, I found out the owner has the mailing address at the property and that there is a tax certificate on the property.

Many websites have the option to add your e-mail address to their list.
