The roofer did say I will need a new roof because the roof is old so the fixes that he did may not last2) I  dont have any pictures of the damage before they fixed the roof.

It seems like another layer of things to keep up with, and I can't figure out what the benefit would be.

As Jeff stated, it would give local governments the authority to impose rent control on Landlords and the State won't be able to stop them.Rent control is bad.
