Anticipate the amount of disruption to the tenants and respond accordingly.

I work hard at building relationships with contractors over time so they will respond promptly when I need them.

If they do, they might respond in 30-45 days.If they don't re-send again.Yes you could send mail to the attorney representing the estate/personal rep BUT they might forward your mail to the personal rep and then you'll start over again mailing to the personal rep and repeat the process..

There is also bank listed as a named party but did not respond to the notice (looks like a 30k mortgage).

If you don’t need to sell, I personally would respond, offer denied, sale cancelled and return their earnest money. 

You’ll find plenty of friendly, knowledgeable people willing to respond to your posts.
