You are well structured to use the debt snowball to pay down houses quickly, and appears from what you have written that this would be in keeping with your current strategy.  

What is the likelihood of approval, and what are the time and cost implications?

I am married but my husband is clearly not interested, or never thinks it's the right time, (market, elections, not enough time etc), honestly I think he's just afraid.

As for cash flow, from sales; probably in year two and three which should match the timing for the housing  market to reset past bottom of market and on to the stable appreciation side again.

This can actually be higher or lower than the FMR without utilities however the rent still should be no greater than FMR (note that in periods of low landlord participation, some housing authorities may offer an incentive of 10-20% OVER the FMR to entice landlords. )  Step 3 is that each property may qualify for a different amount based on amenities and type of utilities. 

I wouldn't really look at these as an outright investment, but more of a retirement spot that you can try to generate some revenue from in the mean time.

I did some digging and they had been operating for a long time and had numerous complaints filed. 

I wouldn't be too worried about it at this time.

Market is right now at a historic low, so its time to invest.
