Base on today's economy, is it a good time to invest in syndication or small multifamily and self manage the property?

Here is the deal:I am in a rent to own situation for an investment property. 

I recently remodeled my property in Las Vegas, and I’d like to update the photos on the online listings to reflect the renovations.

A quitclaim deed should work for transferring the property from the Arizona LLC to the Minnesota LLC, especially since both LLCs are owned by the same individuals and no money is exchanged.

I am a landlord and have had the same tenant in my rental property for 3 years. 

In our state, property management must be done by a licensed real estate agent.

I have a property under contract (4 units) I'm shopping around for a mortgage and need some advice. 

If it passes, that means there is a ceiling on rent, which means owning rental properties in CA less attractive.

My strategy involves purchasing and renovating properties with cash, and I aim to recoup approximately 75% of the loan-to-value ratio.If you have any recommendations for lenders or resources, I would be grateful for your guidance.Thank you!

What strategies do you suggest for someone like me who doesn't want to do real estate as my job but who wants to own properties.
