If you are comfortable in the neighborhood (everyone's comfort level differs), then I think you'll do great.

Actually I am not sure about Penn. but in Texas all of that is at the county level.

If it works the project will be a show stopper but the politics involved seem to involve a virtuous level of patience.Look forward to hearing how the project proceeds. 

It must feel great to hit that initial goal and setting the bar to a higher level!

Most of the time, I'm doing custom stuff on MySQL/PHP at certain build levels on apache systems, with minimal UI (95% web-based anymore).

They will also make it difficult for contractors to get any work done on the property.To minimize the risk of having one, add an extra level of screening where priory to approving, you schedule a call with them to discuss the property, lease agreement, and the way you to business.  

While there was some appreciation in early 14, after that it got stagnated. and given the price levels, it mayn't appreciate anytime soon in this area.

Not sure an attorney is needed unless you want to bring them in for more higher level planning. 

Prices are also start at quite reasonable levels ($400ish for stoves, $500ish for refrigerators, etc.).
