Those loan standards are based on the risk weighted pricing your bank is trying to achieve, the current performance of your banks portfolio with the aggregator, the individual underwriter's portfolio performance, etc.

This can definitely work, but also be aware that many lenders don't like cash-out refi's as much, and so you may pay a price for doing that- i.e. less optimal loan terms or lower LTVs than if you purchased in the beginning with a mortgage.
