I've been leaning toward Rochester as it's a lot cheaper to get the ball rolling than it is in the New York City area. 

These ones end up sitting for so long that people think there is something wrong and the only option for the seller is a low ball offer.Short sales are another great option for investors since most buyers don't want to wait for them to get approval, or will just purchase a new construction home instead.

But I do plan on moving back to Indiana by mid-May, so I wanted to get the ball rolling on making connections and seeing what's in the area so that when I arrive I can hit the ground running!

If this is an REO auction, that $12k you see is a "starting bid", which is a low ball teaser, and the property will never, ever sell for that price.  

@Mark Scott, My crystal ball is broken but in my home market (DFW) I see both SFH and MFH being traded at the prices I am not comfortable with.

Some contractors will low ball you so that you will hire them to do the job.

Then good old Dave Ramsey debt snow ball starting with the lowest balance first.
