The goal of this influence system is to reward those members who not only help their fellow users, but also those who help the forums to run smoothly.

I guess my definition of a mod would be someone who monitors the forums, clears out spam, helps encourage discussion, and welcomes new members - making sure things are flowing and running smoothly.

This way this gets the landlords off the hook and also can help the transition be a lot more smooth. 

Some are experienced and things go smooth.  

Other buildings I've sold new buyer had always wanted full as long as tenants were on month to month, they assumed leases and all was smooth.
