The damage will need new Sheetrock as the damage is too extensive to properly spackle.

You can do this through your states extension office.

Some flips can require extensive repair that a bank will not fund on so investors will need another source of payment.

This one is a bit of a strange one...but Montgomery County, TX, does not have specific zoning codes, so the only time you are required to have permits is when you are either constructing an extension to an existing dwelling or building a new structure. 

But lesser debt, with no history of payment is unlikely to trigger IRS to seek Court approved extension of its lien. 

Extensive due diligence and analysis is highly recommended .

It is my belief that San Diego currently has the least LL friendly regulation (COVID related) in the country (evictions can only be for health and safety items - tenants can currently break the lease with impunity but in less than 60 days they will pay for their violations (assuming no extension)).  

Would recommend it if you are thinking about that area, but still screen potential tenants extensively.

The value being added to this deal was extensive, sold at 150k, with an ARV of 375k.
