If its as simple as just asking the lender, then that's great news.

So I can’t find a simple answer as it’s only one piece of puzzle- as supply and demand have huge impacts.Anyway, the good news is if you are really holding for 10-30 yrs, you don’t have to worry about this (too much).

Is there a certain percentage that could be good to used for upgrades (simple upgrades vs major projects) or is it just that you have to know specific costs for upgrades? 

I ran a simple spreadsheet evaluation to include the various costs involved with making this work (image attached). 

Move them out and find someone that will pay market rate and be grateful for what you're offering.It's really that simple.
