Work with a reputable "Turnkey" provider"Turnkey" companies source distressed properties, rehab, hire professional management, load the property with a qualified tenant and then sell the property to a passive cash flow investor.  

This is disgusting and I'm sorry to say that it sounds like your poor mother has been scammed.If it were me, I would simply avoid further damage by firing the PM immediately.Find a new PM who has a good reputation to take over the management.

In some pockets where the homes look super cute and quaint, the neighborhoods actually don't have that great of a reputation.

I have several repairs and required maintenance and I struggle to find reputable contractors who actually follow through or are doing quality work.

I currently live in a double wide manufactured home.

No reputable builder is going to agree to this. 

Each law firm has areas of specialty within the regulatory laws that affect chattel lending for manufactured homes, and when we need help, we go to the firm that has the specialized focus in that arena.

He said no way, no way it can be so dirty.The whole point of all this is the units were installed the same way, same model, same manufactured sate, same installed date, with identical filter housing and identical closet size and doors, using the same filters, same apartment location, same apartment square footages, different tenants. 

Go the places a good contractor shops and ask the business department, which contractor do they do the most business with this could be- Lumber yards- Truss manufacturers- specialty shops- Reclaimed wood and material stores4.
