Personally, I would say no to offering a rent decrease because of a leak.

I have made an offer of $570 on a replacement property.

Many of these offerings are basically on life support and should have the plug pulled. 

Alternatively, consider furnished rentals, particularly for students in medical programs or those undergoing residencies.

Often these institutions will offer a month long class at night or weekends in topics of interest to the local community.
