@Rashad EllisIn the markets I'm used in NJ (more western NJ), normally there isn't a Certificate of Occupancy requirement. 

Not sure you will get very far as a one off unknown investor. and for sure you wont get any help in many areas of the country that customer service departments simply don't exit like we have out on the west coast.
