. - Tenant agrees to keep all utilities operational and pay for service until a new tenant takes occupancy.- Tenant agrees to keep the property at a reasonable temperature, leave water connected and leave refrigerator on / cooling.- Tenant pays 1 months rent as a releasing fee.

I was wondering how anyone has gone about separating water utility for tenants and billing it back to them? 

That city's municipal code states a city inspector must come out and inspect the property any time utilities change names.
