Do you have a specific estimate for the rehab or are you just guessing?

This will be more expensive than you will guess...so you need bids.

Chase bank has an ACH collections service, but I wasn't accepted because I guess they aren't doing it for rent collection any longer...

Based on that experience, I would go out on a limb to guess that most of the concern is a result of either the bank being uncomfortable with lending to an LP if they aren't well-versed in it and thus cannot confidently assess the risk, or (2) banks want personal guarantees from limited or general partners as the investment vehicle is generally single-purpose and would be hard to recover against.

I'm guessing the main point is how the landlord calculates your utility bill -- does the lease specify a formula for this or simply "utilities"?

I guess it all depends on the type of renter relationship you have, but  if you start the "it's your problem, not mine" attitude, it's a slippery slope of the tenant losing respect for you, and the "IDGAF" attitude which could cost you a lot more in deferred maintenance.
